Section 1. Metal Mine and Construction Workers Industrial Unions No. 210-310-330 of the I.W.W. shall be composed of actual wage workers of all departments of the Metal Mining, Building and General Construction Industries.
Section 2 (a). No known strikebreaker, scab or law officer shall be eligible to membership in I.U. 210-310-330 and any member who becomes such shall be expelled.
Section 2. (b). Delegates when in doubt regarding applicants for membership under previous clause shall refer the application to an I.U. 210-310-330 meeting for action.
Section I. The structure of I. U. 210-310-330 shall be as follows:
(A) A General Organization Committee.
(B) Branch Secretaries, Traveling, Stationary and Job Delegates.
(C) Branches.
(D) Job, District Organization Committees, and Industrial Union District Council.
Section I. The administration of the Metal Mine and Construction workers Industrial Unions No. 210-310-330 shall be composed of a General Organization Committee of five members and three alternates. They shall serve for a term of one year, beginning January 1st, but they shall be eligible for re-election for one or more terms. They shall elect their own Chairman. Nominees shall have been members of the I.W.W. for two years and in continuous good standing in 210-310-330 for 90 days immediately prior to nomination. The five nominees for G.O.C. receiving the highest number of votes shall stand elected to the G.O.C. The three alternates receiving the highest number of votes shall stand elected as alternates. Alternates for the G.O.C. shall be so designated on the ballot. Nominations with their acceptances shall be in the hands of the General Secretary-Treasurer not later than October 5th, ballots must be in the field by October 15th.
Section 2. Nominations for the G.O.C. can be made on the floor of the I.U. 210-310-330 Convention or meeting of seven or more members of I.U. 210-310-330.
Section 1 (a). The duties of the Chairman of the G.O.C. shall be to establish a center of communication between the members of the G.O.C. and the membership of 210-310-330. He shall, with the assistance of the other members of the G.O.C., and the membership, map out a campaign of organization and see that same is carried out. All members of the G.O.C. shall report to the Chairman at least once a month, in writing. The Chairman of the G.O.C. shall submit all questions to the members of the G.O.C., and they in turn shall vote on all questions and state reasons for so voting.
Section 1 (b). The G.O.C. shall have the power to conduct the affairs of the I.U. and work for cooperation of the membership at all times, they shall be empowered at any time to audit the books of any branch if in their judgment such action is warranted. They shall be held responsible for their actions.
Section 1 (c). The Chairman of the G.O.C. shall issue a monthly bulletin for members only, stating all questions submitted to the G.O.C. and how they voted. This bulletin shall be open to the members of I.U. 210-310-330 for discussion of all affairs. The G.O.C. Chairman shall keep all personalities and slander out of the bulletin. All G.O.C. members shall make either a personal or written report to all I.U. 210-310-330 Conferences and Conventions. All G.O.C. members shall abide by majority rule.
Section 2 . The Chairman of the G.O.C. shall have the supervision over all I.U. 210-310-330 finances. No funds to be spent without sanction of the other members of the G.O.C. or by the sanction of a regular business meeting of I.U. 210-310-330. Latter case, amount not to exceed fifty dollars ($50.00). The books and monthly financial statement are to be subject to any duly elected Auditing Committee.
Section 3. Any official of I.U. 210-310-330 found intoxicated in public or gambling shall be removed from office at once.
Section I. All General Officials of I.U. 210-310-330 shall be elected by referendum of the membership.
Section 2. Nominees for Traveling or Stationary Delegates. Branch Secretaries and Trustees in I.U. 210-310-330 shall be members of the I.W.W. for one year and must be three months a member of I.U. 210-310-330 and in continuous good standing for 90 days at time of nomination. Not to apply to newly organized branches.
Section 3. Candidates for office are forbidden to handle any ballots bearing their names. Ballots handled by such candidates shall become null and void, only in-so-far as that candidate is concerned.
Section 4. Ballots of I.U. 210-310-330 shall be sent to the General Secretary-Treasurer of the I.W.W. to be tabulated by a duly elected ballot committee. The result of the ballot shall be published in our publications.
Section 5. All bylaws adopted by referendum shall go into effect thirty days after the ballots are counted.
Section 6. There shall be separate nominations and elections of G.E.B. member and alternate G.E.B. member of I.U. 210-310-330.
Section 7. The G.O.C. by majority vote of two meetings of ten or more members, may initiate a referendum on any I.U. question. A roll call vote of each meeting must be submitted to the G.O.C. Chairman. No member shall be allowed to vote more than once on said question.
Section I. The branch officers shall be elected at the regular branch meeting, for a term of six months subject to re-nomination.
Section 2 . Branches shall elect a board of trustees of three members, whose duty is to safeguard the funds of the branch.
Section 3. Eligibility of Branch Secretary and Trustees of newly organized branches shall be decided by the respective branches electing them.
Section 3 ( a ) . Newly organized branch shall be defined as a branch chartered less than a year.
Section 4. Branches shall under no circumstances, be allowed to vote out funds from the branch treasury, other than for organization purposes.
Section 5. All organizers or Traveling Delegates employed by the G.O.C. shall report in writing once each week to the Chairman of the G.O.C. and no organizer shall operate in the jurisdiction of a branch without reporting to that branch.
Section 6. Branches of I.U. 210-310-330 can retain 50 per cent of dues and initiations. The other 50 per cent must be remitted to the Clearing House, at least once a month.
Section I. Traveling or Stationary Delegates, Branch Secretaries, or G.O.C. members, functioning as such, excepting the G.O.C. Chairman, shall not carry more than fifty dollars ($50.00) cash on hand. Any regularly elected Auditing Committee or G.O.C. member is empowered to revoke credentials for infraction of the rule. Any official so removed shall not be eligible to again function in such capacity until his debt to the I. U. shall have been reduced to $20.00 or less.
Section. 2. In any locality or district where regular meetings are being held, the G.O.C. shall not appoint or remove the Traveling or Stationary Delegate or Branch Secretary without consent of the membership.
Section 3. Stationary and Traveling Delegates shall function on a commission basis, except in districts where the G.O.C. consider it advisable to place such officials on a daily or weekly wage, not to exceed the prevailing wage in the industry. The G.O.C. shall set this wage and shall be governed by the I.U. funds on hand.
Section 4. All Branch Secretaries, Stationary and Traveling Delegates shall submit a financial report to the G.O.C. Chairman on request, same to have been audited by a committee of three members. Failure to get an auditing committee, receipts for expenses shall be submitted with report to be checked by the G.O.C.
Section 5. Members of I.U. 210-310-330 G.O.C. shall receive such pay as work makes necessary, together with all legitimate traveling expenses.
Section I. Eligibility for job delegates credentials in I.U. 210-310-330 shall be membership in the I.W.W. for six months and 30 days in good standing at time of application for credentials, except on newly organized jobs, where the G.O.C. shall be empowered to make certain exceptions. Anyone authorized may refuse to issue such to any member whom they consider incapable of properly representing the I.W.W., unless ordered to do so by an I.U. 210-310-330 business meeting. The G.O.C. or any I.U. 210-310-330 or any I.U. 210-310-330 business meeting may revoke credentials of any job delegate for action considered detrimental to the I.W.W. Such revocation or denial of credentials may be appealed to the I.U. 210-310-330 Convention.
Section 2. Job delegates shall receive supplies from branch secretaries, traveling or stationary delegates, G.O.C. members or the clearing house. They shall transfer supplies only to above officials. Absolutely no cash transactions are to take place in the field. All Traveling and Job Delegates shall remit to the clearing house except resident job delegates who shall remit to the local branch through which they function.
Section 3. Members, when stamping up with job delegates shall request the delegate to show his last receipt. If he has not reported to the clearing house within thirty days, do not stamp up with him. Also examine his credentials and see if they are signed by the General Secretary Treasurer and the Chairman of the G.E.B.
Section 4. No job delegate in I.U. 210-310-330 shall be allowed to transfer more than ten dollars ($10.00) from one year's account to another.
Section I. The dues of I.U. 210-310-330 shall be one dollar ($1.00) a month per member. The initiation fee shall be two dollars ($2.00), and there shall be a fifty cent (.50) compulsory quarterly assessment for the press. Unemployed initiation fee shall be twenty five cents (.25) and the dues shall be twenty five cents (.25) per month.
Section 2. I.U. 210-310-330 shall issue a fifty cent voluntary assessment, 80 per cent to be held by the I.U. 210-310-330 Branch Secretary, Traveling or Stationary Delegates, only for organization purposes.
Section 3. No dues shall be accepted from any member who is recorded as a delinquent delegate.
Section 4. All delegates must collect fifty cents for each application for duplicate cards, but issue no receipt.
Section 5 . No part of the money belonging to I.U. 210-310-330 shall be spent for any sick or death benefit. No one has authority to lend or borrow money from I. U. 210-310-330 without sanction of the membership by referendum ballot.
Section 6. The G.O.C. may declare an open charter in any district where conditions demand it. They shall set the initiation fee for the period not to exceed one dollar ($1.00).
Section 7. Under closed charter, commission on initiations shall be no more than 50 cents and no commission shall be allowed under open charter, but expenses of postage and stationary shall be allowed.
Section I. I.U. 210-310-330 shall hold an annual convention, the date to be set by the G.O.C., the date to be not more than 60 days nor less than 7 days prior to General Convention, when possible.
Section 2. The I.U. 210-310-330 convention shall have the authority to remove the G.O.C. or any I.U. 210-310-330 officials and elect successors to function until an election is held.
Section 3. The delegates to the General Convention shall be elected from the floor of the I.U. convention and if no I.U. convention is held, then they shall be elected by referendum ballot. Ballot shall carry reasons for not holding the I .U . convention.
Section 4. Delegates to the convention shall be members of the I.W.W. for at least one year and in continuous good standing in I.U. 210-310-330 at least three months prior to nomination. Not to apply to newly organized branches.
Section 5 . Groups consisting of seven or more bonafide members of I.U. 210-310-330 in any locality where there is no chartered branch shall be empowered to send one delegate to any convention of I.U. 210-310-330 as provided for regular chartered branches.
Section 6. Each delegate to any I.U. 210-310-330 convention shall have one vote on all questions.
