Historic Resolutions of the General Convention of the Industrial Workers of the World Concerning Industrial Classification

From the Minutes of the Eleventh Convention, May 5-16, 1919

Third Day, p. 8.

*  *  *  The Resolutions Committee continued its report as follows:

     Resolution No. 8, submitted by Construction Workers Industrial Union, 573.

     That we favor the outlining and the demarkation of the various industries, especially those coming under the Department of Construction, for the purpose of preventing the Jurisdictional disputes between the various Industrial Unions.

The Resolutions Committee concurs, and suggests that a committee be appointed to revise the chart, or that it be left to the incoming G.E.B.

     Fellow Worker Nelsen, 573, moved to concur in the recommendation of the committee. Fellow Worker Aldridge, 400, seconded the motion.

     After some discussion, Fellow Worker Axelrod, 300, moved:

That we elect a committee to revise the chart, as recommended by the committee. There was no second.

     The question was then put on the motion to concur in the committee's recommendation, and the motion declared carried.

     After some discussion, Fellow Worker Aldridge, 400, moved:

That the newly elected G.E.B. draw up the chart.  Fellow Worker Burke, 573, seconded the motion.

     Secy-Treas. Whitehead offered the following amendment:  That a committee be elected from the floor for that purpose.  Fellow Worker Thorne, 500, seconded the motion.

     After some discussion, the question was put on the amendment, and the amendment declared carried, disposing of the motion.  Nominations for the committee were then declared in order and the following nominations were made:

The three remaining nominees were [Abner] Woodruff, [R. V.] Lewis, and [Earl] Osborn. Fellow Worker Kelly, 573, moved that they be elected by acclamation. Fellow Worker Pancer, 1100, seconded the motion, which was then put and carried:  and Fellow Workers Woodruff, 573, Lewis, 573, and Osborn, 500, declared duly elected.

Recommendation #10

Be it Resolved, That we go on record as being in favor of revising the Industrial Union Chart.

Recommendation #11

Resolved, That the numbering of Industrial Unions be regulated so that numbers of Industrial Unions will show the Department of which the Industrial Union belongs, and that the Delegates to the General Convention be instructed to this effect.
