The General Administration Committee further recommended adoption of the proposal of the Boston GMB concerning amendment of the constitution's description of IU 670 (Appx. D.6), amended as follows:
Utility Workers IU 670: All workers engaged in the supply, maintenance, and transmission of gas, electric, water, and sewer services. All workers employed in the collection and processing of disposable and recyclable materials.
Upon a motion the recommendation was adopted.
The committee made no recommendation regarding the Boston GMB's proposed revision of the definition of IU 650.
FW Bradley moved that the proposal be amended to read as follows:
Public Service Workers IU 650: All social & public service employees not primarily within the education, health care, or transportation industries. All legal and financial workers. All temporary agency employees not properly organized into other industrial unions.
FW Crutchfield moved that the whole proposal, with the pending amendment, be referred to a special committee on industrial classification, which would consider a complete revision of the union's industrial classification system. The motion passed after debate with fifteen ayes, five noes, and ten abstentions.
A delegate raised the question whether the decision to commit the proposal affected the Assembly's previous vote on the part of the proposal which concerned IU 670. The chair ruled that it did not.
Upon invitation from the chair, a motion to reconsider that vote passed with twelve ayes and two noes.
The question being again taken up, FW Crutchfield moved to commit that part of the proposal with the rest. The motion failed.
A motion to send the measure (i.e., the part concerning IU 670) to referendum passed.
FW Crutchfield introduced his written report, pointing out that it was his personal report, in the absence of action by the committee. See Appx. A.9. He then moved that the assembly adopt the recommendations in that report, which was seconded and referred to an ad hoc committee of the Assembly.

FW Crutchfield delivered an oral report. The committee recommended the adoption of the following resolution, which was adopted:
Resolved: That the General Assembly take no action on the Boston Proposal [concerning revisions to the definitions of Industrial Unions 650 and 690] until such time as the Committee on Industrial Classification makes its final report.
The committee further recommended the following resolution, which was adopted after amendment:
1. Resolved, That the Committee on Industrial Classification shall consist of no more than seven, nor fewer than three members, all of whom shall at all times be members in good standing of the Industrial Workers of the World;2. That the committee be composed of persons who have reliable access to electronic mail, on at least a weekly basis; and who are willing and able to devote substantial time to the committee's business;
3. That the committee have the power to adopt by-laws and rules of procedure, consistent with the Constitution and By-Laws of the Industrial Workers of the World, and subject to review and revision by the General Executive Board upon the request of any two members of the committee;
4. That the committee have the power to select its own chair from among its members, in the event of the current chair's resignation or removal from office;
5. That the committee have the power to elect new members and successors for members who resign or are removed, and that any member of the union be allowed to nominate members to the committee;
6. That the General Executive Board have the power
a. to remove members from the committee for persistent failure to abide by the by-laws and rules of the committee, upon the written request of the committee's chair, if the committee has not adopted rules, or a majority of its members at any timeb. and to remove the chair from office upon the written request of a majority of the members of the committee, with or without removing him or her from the committee; and
7. That the committee, on or before 31 October 2002, adopt an agenda for its work and a timetable for the completion thereof; that it promptly report the same to the chair of the General Executive Board; that the committee have the power to revise its agenda and timetable from time to time, provided that it report all such revisions to the chair of the General Executive Board.

FW Crutchfield moved that the current members of the committee be allowed to choose whether or not to remain on the committee, and to elect new members as needed; which was seconded and passed.
FW Crutchfield introduced a written report and took questions from the Assembly.
FW Bekken objected to the report’s characterization of his removal from the committee as having been for inactivity, and demanded that his objection be placed upon the minutes of the assembly. He then moved that the committee be dissolved, which, after being duly seconded and debated, was defeated.
FW Teal M/S that the Assembly strike an ad hoc committee to discuss the proposals of the CIC. - carries
The ad hoc committee M/S to send the CIC proposal to referendum. - carries
FW Gibson M/S to amend the motion so that the classification "Industrial Reserve Organization" be changed to the "Casual Contingent and Unemployed Workers Organization." - fails
FW Plawiuk M/S to amend proposal #5 of the motion to change the Industrial Reserve Organization to the Industrial Reserve Department as follows:
IU 010 - Casual, contingent, and temporary workers. All casual and temporary workers who frequently move between industries.
IU 020 - All unemployed workers who have no near prospect of regular employment, as during financial crisis or local job shortages
IU 030 - Unwaged workers - such as homemakers and live in care workers.

References to the IRO in proposals #1 and #2 will be accordingly changed.
FW Teal M/S to amend section 2 b. to read: "Members of the Committee on Industrial Classification may be appointed by the General Assembly or the General Executive Board, and shall serve during good behavior." - carries
FW Bekken M/S to recall the vote. - carries
Upon the recalling of the vote, the motion carried.
FW Plawiuk M/S to refer the motion to the 2005 General Assembly with the provision that all branches be provided the CIC's proposals for further discussion. The CIC is instructed to continue its work for another year. - carries.
Regarding the question of the CIC’s continued work, the Chair ruled with the consent of FW Plawiuk that despite the passage of the previous amendments, the CIC is free to make whatever recommendations it chooses to the 2005 General Assembly.
